Our Mission Sister Cities of Houston is an umbrella organization made up of the city’s sixteen sister city associations. Each association is a community-based, volunteer organization that fosters and implements commercial, cultural, educational and humanitarian exchange between the two cities. The Houston International Protocol Alliance administers the sister cities program for the City of Houston.
